What is Access Control?

The Cornell University Access Control Program, part of the Division of Public Saftey, consists of keys, and card-based and network video surveillance security systems. The Access Control team is responsible for administration of access control systems and the key management program; consultation and project management assistance in installations, renovations and new construction on campus; and ongoing maintenance of the computer equipment that operate the card access control systems. The Access Control Program team diagnoses problems and gives user support and training for OnGuard, the card access software and Perspective VMS, the video management system.
The University has established standardized access control sub-systems (campus-wide door access and video surveillance systems) which work in concert. These systems consist of an access control database which is centrally administered and locally managed, access control hardware installed in the individual buildings, Cornell ID cards held by the individual users, and video surveillance and storage.
The OnGuard System is the Cornell standard card access application. The Access Control Program hosts the central OnGuard system and Oracle database supporting it. Individual departments or units coordinate with CUPD and Access Control to gain access to the system. Administrators log on to the system to manage access from any workstation on campus, using Remote App. Stanley Security provides training, support, and configuration assistance as requested by the department or unit.
Units or departments implementing a card access system need to work with the Access Control Program team, Facilities Services, and Cornell Information Technologies (CIT), as well as Stanley Security Solutions, and possibly other contractors (if applicable) to specify, design, procure, and install their system. The Office of the University Registrar may also be involved for special badging needs. During the planning phase, the unit or department needs to work with the Access Control Program team to ensure that the best system is developed to meet the customer's needs. During implementation, the unit or department needs to involve the Access Control Program for training, administrative management, setup, etc.
